Real Estate & Social Housing

In the real estate sector, BOAD's main aim is to promote social diversity and support the development of the tourism industry. As of July 31, 2023, BOAD's operations in support of access to affordable housing amount to 205,600 million CFA francs, and involve the financing of around ten projects, including the 10,849 social housing units in Ouèdo, Benin, the 25,000 social housing units emergency program in Mali, and the 100,000 social housing units presidential program in Côte d'Ivoire. In the field of tourism, hotels and luxury and commercial real estate, BOAD has provided partial financing for 23 receptions.

Affordable real estate

Objectives :

  • Promote access to decent housing for people of modest and average means.
  • Ensure that housing is affordable while maintaining high quality standards.

Approach :

  • Amplify financing to bridge the housing gap and support growth and emergence in WAEMU countries.
  • Support governments by calling on the private sector to design, finance and build affordable housing.
  • Supporting projects and programs that are consistent with both government strategies/programs and BOAD’s Djoliba Strategic Plan 2021-2025.

Priorities for action in affordable housing

Support for financing studies and setting up affordable housing construction projects

The BOAD aims to support governments and the private sector by providing financial resources to carry out feasibility studies and set up affordable housing construction projects. This includes the planning, design and preliminary analysis of projects to ensure their viability and alignment with local needs.

Financing the construction of affordable housing in urban areas

Faced with the general increase in demand for housing in urban areas, BOAD is committed to financially supporting the construction of affordable housing. This makes it possible to meet urgent housing needs in areas where demographic and urban pressure is greatest.

Promoting environmental sustainability

BOAD is focusing on the construction of energy-efficient housing and the use of sustainable materials. It also encourages the adoption of environmentally-friendly construction practices, helping to reduce the carbon footprint of homes built and preserve ecosystems.

Development of essential infrastructures

In addition to housing construction, BOAD pays particular attention to the provision of essential infrastructure such as drinking water, sanitation, electricity and transport. This approach helps improve the quality of life of affordable housing residents by providing them with adequate access to these basic services. What’s more, these investments boost the overall attractiveness of the residential construction zones.

Collaboration with Caisse Régionale de Refinancement Hypothécaire de l’UEMOA

In partnership with the Caisse Régionale de Refinancement Hypothécaire de l’UEMOA, BOAD is working to create favorable conditions to give low-income households easier access to home loans. This helps widen access to home ownership and encourages the construction of affordable housing for this segment of the population.

Hotels and luxury real estate

Grand Hotel

Objectives :

  • Consolidate BOAD’s interventions in favor of the private sector and support public initiatives in ecotourism and the hotel industry.
  • Integrate climate issues through the promotion of eco-neighborhood development programs, GreenBuilding and green cities.

Approach :

  • Support large construction and public works companies by identifying their needs and appropriate financing mechanisms.
  • Integrating the climate into the Bank’s operations in the tourism and real estate sectors

Priorities in the hotel and luxury real estate sectors

Supporting the hospitality sector in the post-COVID context

Following the disruption caused by the COVID-19 pandemic, BOAD is committed to supporting the hotel sector in its recovery and resilience. This may involve setting up appropriate financing mechanisms to help hotel establishments modernize their facilities, improve sanitary standards and adapt to travelers’ new expectations in terms of safety and comfort.

Supporting major companies in the real estate and tourism sectors

BOAD aims to support major companies operating in the real estate and tourism sectors by providing financing for large-scale projects. This can include the development of tourist complexes, resorts and high-end real estate infrastructures in response to the growing demand for high-standard housing and leisure facilities.

Financing ecotourism projects

BOAD is committed to promoting the sustainable development of tourism. Ecotourism projects aim to preserve natural and cultural resources while offering unique, environmentally-friendly tourism experiences. This approach will boost tourism while minimizing negative impacts on local ecosystems.

Financing the construction of EDGE-certified buildings

BOAD supports the construction of buildings that meet EDGE (Excellence in Design for Greater Efficiencies) standards, which aim to reduce the consumption of energy, water and other resources while optimizing the ecological performance of buildings. This will both reduce building operating costs and promote environmental sustainability.

Supporting and promoting programs to develop eco-districts, green buildings and green cities

BOAD actively supports programs to develop eco-districts, green buildings and green cities. These initiatives promote more sustainable urbanization by integrating green building practices, intelligent urban planning and energy-efficient solutions.
