Lomé, 14 April 2025. The West African Development Bank (BOAD) today announces the appointment of Mr Abdoulaye DAFFE as Vice-President of the institution for a renewable term of five (05) years, following his nomination by the Board of Directors chaired by Mr Serge EKUE, at its 145th ordinary session in Dakar on 26 March 2025.
An international consultant since 2016, after serving as Minister of Economy and Finance of the Republic of Mali, Mr DAFFE has held several positions of responsibility within the Banque de Développement du Mali (BDM SA), including Deputy Managing Director, Managing Director, Chairman and CEO, Chairman of the Board of Directors of BDM SA subsidiaries in Côte d’Ivoire, Burkina Faso and France. He was also a director of GIM UEMOA, SGI Mali, BDU Bissau and ESKOM Energie Manantali.
Mr Abdoulaye DAFFE holds a Master’s degree in Finance from the University of Alabama Business School, a DESS-ITB from the Centre de Formation de la Profession Bancaire in Paris, and a Master’s degree in Economics from the Ecole Nationale d’Administration du Mali from which he graduated top of his class.
The appointment of this second Vice-Chairman to replace Mr Moustapha Ben Barka comes at a time when the institution is resolutely pursuing the implementation of its DJOLIBA 2021-2025 strategic plan, with net profit up 8.09% at the end of 2024. Its solid and balanced financial structure and solvency ratios testify to its enhanced capacity to finance projects for WAEMU countries.
