Regional Express Train: Construction of infrastructure and systems for the Diamandio-AIBD section

Objectives

  • The overall aim of the project is to improve the mobility of people and goods in the Dakar conurbation through the advantages offered by rail transport.

    Specific objectives :

    • To enable at least 180,000 inhabitants of the conurbation to travel by rail every day.
    • Ensure that users can travel at commercial speeds of around 60 km/h, compared with less than 20 km/h on public road transport.
    • Contribute, through modal shift, to reducing road congestion in the conurbation by at least 20%.

The project to build the infrastructure and systems for the Regional Express Train (TER) in the Republic of Senegal is in line with the Emerging Senegal Plan (PSE) through its Strategic Axis n°1 concerning the amplification of Senegal’s strong growth dynamic.

The “Transport infrastructure” component of the PES plans, among other things, to improve urban mobility conditions in the city of Dakar through the development of two (2) flagship projects: i) the Dakar-Guédiawaye Bus Rapid Transit (BRT) project, covering the northern part of the capital; the BRT is scheduled to come into service in December 2023, and ii) the TER project serving the southern part of Dakar, the second phase of which is the subject of this transaction.

The Senegalese government has divided the TER project into two (02) phases. The project is designed to provide a 55 km rail link between downtown Dakar and Blaise Diagne International Airport (AIBD). The first phase links the center of Dakar to the Diamniadio urban hub over a distance of 36 km. This phase, which began in 2015, has now been completed, and the infrastructure and systems were commissioned in December 2021. With a total cost of 784,000 MFCFA, it was financed by :

  1. Islamic Development Bank (IDB), for CFAF 195,000 million;
  2. The African Development Bank (ADB), for 120,000 MFCFA ;
  3. Agence Française de Développement (AFD), up to CFAF 150,000 million;
  4. The French Treasury, up to 66,000 MFCFA ;
  5. Banque Publique d’Investissement (BPI) France, for CFAF 23,000 million;
  6. The Senegalese government, for 230,000 MFCFA.

The present operation, which concerns the second phase of the project, has been underway since March 2022 and will link the Diamniadio urban hub to the AIBD over a distance of 19 km. The total cost, excluding taxes, of this phase is estimated at 253,235 MFCFA. It is financed to date, for an amount excluding taxes of 188,235 MFCFA, as follows: i) Islamic Development Bank (IDB): 91,100 MFCFA ; ii) ECOWAS Bank for Investment and Development (EBID): CFAF 8,000 million; iii) French Treasury/BNP: CFAF 56,129 million and iv) Senegalese government: 33,006 MFCFA. To complete the financing of this second phase, the Senegalese government has asked the BOAD and the Arab Bank for Economic Development in Africa (BADEA) for a total contribution of 65,000 MFCFA.

The overall project involves the construction and operation of a 55 km-long Regional Express Train (TER) line linking downtown Dakar to Blaise Diagne International Airport (AIBD).

The purpose of this operation is to build and operate the Diamniadio-AIBD line section (19 km) and to build two (02) stations in the locality of Sébikotane and at the AIBD terminus.

Positive aspects of the project :

  • Job creation :
    • 592 indirect jobs ;
    • 1,100 direct permanent jobs, including 440 women and 800 young people ;
    • 6,000 jobs during project implementation.
  • Fighting poverty :
    • At least 10,486 MFCFA of indirect and induced added value is generated annually;
    • At least CFAF 419 million in indirect and induced tax revenues are generated annually.

Implementation of the Environmental and Social Management Plan (ESMP)

Measures to compensate for negative impacts, raise awareness of safety, HIV/AIDS, malaria prevention, water-borne diseases and Covid 19 will be coordinated and monitored with the Direction de l’Environnement et des Etablissements Classés (DEEC), the Direction des Eaux et Forêt, Chasses et Conservation des Sols (DEFCCS), APIX, the AMO and the administrative authorities of the communes concerned.

The Environmental and Social Management Plan (ESMP) will include, among other things, mitigation measures, related developments, compensation, resettlement of PAPs, environmental monitoring and follow-up, and social support measures.
